Land at Blackpool Road

Welcome

Welcome to Applethwaite’s community consultation on the draft proposals for residential development on Land at Blackpool Road.

Feedback from the local community and key stakeholders is important to us and all comments will be carefully considered as we continue to develop and shape our proposals.

Once we have considered the feedback from this consultation, Applethwaite’s intention is to submit an Outline planning application for residential development of up to 160 dwellings. Vehicular access is proposed from Blackpool Road, together with a pedestrian and cycle link provided to the south of the site.

We would be grateful if you could take the time to review the information on this webpage and let us know your views.

Note that this consultation exercise is in addition to the statutory consultation the Council will undertake following the submission of a formal planning application.

Site Context ⭢

  • The site extends to approximately 7.8 hectares and comprises four parcels of agricultural land, situated to the west of the existing built-up area of Newton-with-Scales, south of Blackpool Road and to the east of Parrox Lane.

  • There are solid hedgerows and good vegetation cover at the western, eastern, and southern boundaries; and Newton sits immediately east of the site.

  • The site is considered to offer limited ecological and habitat value because of its agricultural use. The hedgerows and vegetation cover on the margins of the site are to be retained, helping the proposal achieve a 10% net gain in biodiversity.

The Site is situated in a sustainable location, in close proximity to a range of shops, services and amenities, and is well-served by public transport infrastructure including connections to Blackpool Town Centre and Preston.

Emerging Proposals

Applethwaite is proposing a residential-led development, which will assist the Council in meeting its need to deliver sufficient homes to meet identified demand.

The proposals will include:

  • Up to 160 dwellings adjacent to Newton, which is classified by the Council as a ‘Tier 1 Rural Settlement’.

  • Housing in a sustainable and accessible location within walking distance of Newton on land that is earmarked for residential development in the emerging local plan.

  • Housing to reflect the local character and vernacular of the surrounding area.

  • The retention of existing hedgerows, an attenuation basin providing sustainable drainage; and extensive landscaping, planting and public open space within the site.

  • On the western edge of the site, lower density development and enhanced structural planting are proposed to respect the rural character of Parrox Lane, creating a gradual transition between the settlement and the surrounding countryside.

  • Large areas of Public Open Space, including opportunities for outdoor play provision

  • A minimum of 30% affordable housing

  • Vehicular and pedestrian access off Blackpool Road.

  • Enhanced pedestrian connectivity

  • A net increase in Biodiversity of at least 10% when compared with the current ecological value of the site.
