Welcome to Persimmon Homes’ consultation on the draft proposals for residential development on the Land to the West of Galingale View, Thistleberry.

Feedback from the local community and key stakeholders is important to us and all comments will be carefully considered as we develop and shape our proposals.

Once we have considered the feedback from this consultation, Persimmon Homes’ intention is to submit a full planning application for residential development of circa 114 dwellings on the land to the West of Galingale View, Thistleberry to Newcastle-under-Lyme Borough Council. The primary vehicle accesses into the site are proposed from Galingale View, with secondary accesses from Dill Close to the south and Barnacle Place to the north.

Note that this consultation exercise is in addition to the statutory consultation the Council will undertake following the submission of a formal planning application.


Site Context ⭢

  • The site comprises approximately 4.66 hectares and comprises underused  grass and shrubland that sits adjacent to previous Persimmon developments at The Hamptons and Milliners Green.

  • The site is set within an urban context that naturally links to the successful developments at Milliners Green to the east and The Hamptons to the south. To the west of the site is the former Walleys Quarry landfill site while to the north is an area of greenspace.

  • The site is allocated for housing in the emerging Draft Newcastle-under-Lyme  Local Plan (2020-2040) for up to 124 dwellings under Policy TB23 ‘Land West of Galingale View, Thistleberry.’

The Proposals

Our proposals have already been subject to pre-application discussions with Council Planning Officers and an independent Design Panel review.

Persimmon Homes would now welcome comments from existing local residents. Feedback received as part of this consultation will be taken into account before a planning application is submitted.

The emerging proposals will deliver a range of benefits including:

  • A mixture of 2, 3 and 4 bedroom homes;

  • 30% affordable housing;

  • High quality energy efficient homes designed to comply with the Government’s Future Home Standard;

  • Additional housing in a sustainable and accessible location with regular bus services to Keele, Hanley City Centre, Crewe and Newcastle Town Centre;

  • Housing which responds positively to existing landscape features and neighbouring housing;

  • Provision of new public open green space and pedestrian routes;

  • Retention of a strong tree buffer to the west;

  • A net increase in biodiversity of at least 10% when compared with the current ecological value of the site.

Technical Considerations

A full team of qualified consultants has been appointed to assess the whole range of technical considerations, including:

  • Transport and Highways;

  • Ecology and Trees;

  • Flood Risk and Drainage;

  • Noise;

  • Odour

  • Geo-technical.

The forthcoming planning application will be supported by a full suite of technical and environmental reports. These assessments will be reviewed by the Council and other statutory consultees as part of the determination of the application.

A Statement of Community Involvement will be prepared alongside the forthcoming planning application, which will detail the feedback received and how it has been considered.

Once the application is received by Newcastle-under-Lyme Borough Council, there will be a further opportunity to comment on the proposals through the Council’s own formal consultation process.
