Welcome to Redrow Homes’ consultation on the draft proposals for residential development at Raby Park Road, Neston.
Feedback from the local community and key stakeholders is important to us and all comments will be carefully considered as we develop and shape our proposals.
Once we have considered the feedback from this consultation, Redrow’s intention is to submit a full planning application for around 400 homes to Cheshire West and Chester Council.

Note that this consultation exercise is in addition to the Statutory Consultation the Council will undertake following the submission of any formal planning application.
Site Context ⭢
The site extends to approximately 20.5 hectares and comprises agricultural land with a number of internal hedgerows dividing the site into smaller fields. occasionally used for grazing.
Farm access is currently taken off Raby Park Road.
The site is bound by Raby Park Road to the north and the rear of existing properties along the B5134 (Hinderton Road) to the south. The western edge of the site bounds the rear of properties along Breezehill Road and existing hedgerows and woodland trees create a green buffer along the eastern boundary. The site is bisected from west to east by a public right of way.

6. AREAS OF ENHANCED BIODIVERSITY THROUGH WILDFLOWER PLANTING;IMPROVING WILDLIFE HABITATS FOR NEW AND VULNERABLE SPECIES;
7. MAXIMUM RETENTION OF EXISTING GREEN VEGETATION;
8. ENHANCED PEDESTRIAN AND CYCLE MOVEMENT ROUTES OFFER SITE PERMEABILITY THROUGH ALL OPEN SPACE;
9. A SERIES OF SMALLER GREENS PROVIDING LOCAL AREAS OF PLAY;
10. POTENTIAL ALLOTMENTS AND ALLOTMENT PARKING;
11. RETAINED LONG DISTANCE VIEW TO SURROUNDING CONTEXT; AND
12. UTILISED SITE LOW POINTS FOR SUSTAINABLE DRAINAGE.
Emerging Proposals
Redrow Homes is proposing a residential-led development, which will assist the Council in meeting its need to deliver sufficient homes to meet identified demand.
The proposals will include:
Approximately 400 dwellings east of Neston, which is classified by the Council as a ‘Key Service Centre’ and therefore a focus for future growth in the Borough.
Housing in a sustainable, accessible location within 15 minutes walking distance of Neston Town Centre, ensuring efficient use of land; designed to reflect the local character and vernacular of the surrounding area.
Responding to the existing green infrastructure (retention of existing hedgerows and trees where possible) and creating new opportunities for ecological enhancement and sustainable drainage solutions.
2 new vehicular accesses off Raby Park Road.
A minimum of 45% affordable housing; for sale or rent at reduced values.
Large areas of Public Open Space, including opportunities for formal and informal outdoor play provision and allotments.
Enhanced pedestrian and cycle connectivity incorporating and enhancing the existing Public Right of Way.
Areas of enhanced biodiversity through wildflower planting; improving wildlife habitats for new and vulnerable species.

Next Steps

As part of the full planning application, a Statement of Community Involvement will be prepared, which will detail the feedback received and how it has been considered.
Redrow is aiming to submit a planning application to Cheshire West and Chester Council later this year.
Once the application is registered by Cheshire West and Chester Council, there will be further opportunity to comment on the final proposals through the Council’s own formal consultation process.
